In the embodiment of the present invention, an IMSI number carried on a SIM card is utilized to register the SIM card to a network, and the SIM card is verified in a manner that combines the terminal and the network, so as to prevent the situation that a hacker sets a fake PLMN by use of a SIM unlock card to cheat the SIM card verification, thereby ensuring the security of terminal network locking.
