“Article: The National Executive shall be authorized to establish a system under which this Title shall apply to those persons who are not covered by article # (c) but have settled and invoiced the above-mentioned tax on the purchase of aliphatic and/or aromatic solvents and turpentine, provided that they are used as raw materials in the preparation of chemical and/or petrochemical products or as elements in the production of thinners, adhesives, printing dyes, rubber products or wax or as ingredients of generically named diluents which are in turn used as ingredients in other industrial processes or for other non-fuel uses, where it is shown, within the scope covered by the regulations, that the process or use in question requires the production of a diluent of a fixed specification, which shall be required to be approved before commercial release

“Artículo- Facúltase al Poder Ejecutivo nacional para establecer un régimen por el cual se reintegre de este Título a quienes, no estando alcanzados por el inc. c) del art # les hubiere sido liquidado y facturado el mencionado impuesto por la adquisición de solventes alifáticos y/o aromáticos y aguarrás, siempre que lo utilicen como materia prima en la elaboración de productos químicos y/o petroquímicos, o como insumo en la producción de thinners, adhesivos, tintas gráficas, industria del caucho, ceras, o como insumos de los denominados genéricamente diluyentes que sean utilizados a su vez como insumos en otros procesos industriales o para otros usos no combustibles, en tanto se acredite, con el alcance que determine la reglamentación, que dicho proceso o uso requiere la formulación de un diluyente con determinadas especificaciones, que deberán ser aprobadas previo a su comercialización
