In contrast the preamble to the 1977 Constitution (Fundamental Law) of the Union of Soviet Socialist Republics (the "Brezhnev Constitution"), stated that the 1917 Revolution established the dictatorship of the proletariat as "a society of true democracy" and that "the supreme goal of the Soviet state is the building of a classless, communist society in which there will be public, communist self-government".
