ولفت الانتباه إلى أن المقصود بالنسق الذي صيغ به النص هو تسليط الضوء على المكانة المتميزة التي بمنحها القانون الدولي في سياق الموضوع الحالي للجهات الفاعلة الرئيسية من غير الدول، أي، الأمم المتحدة، والمنظمات الحكومية الدولية، والاتحاد الدولي لجمعيات الصليب الأحمر والهلال الأحمر، والمجتمع المدني.

The layout of the text was intended to highlight the distinct status accorded by international law in the context of the present topic to the principal non-State actors namely, the United Nations and other intergovernmental organizations, the International Federation of Red Cross and Red Crescent Societies and civil society.
