Der Haushaltsplan 1998 war von Entwicklungen im Immobilienbereich betroffen: In Brüssel ging es um die Ausübung der Kaufoption des Parlaments für den Léopold-Gebäudekomplex einschließlich der Gebäude Paul-Henri Spaak - PHS (vormals D1 und D2) und Altiero Spinelli – ASP (vormals D3) sowie die Räumung der Gebäude Remard, Remorqueur, van Maerlant und Belliard I und II, infolge derer das ASP-Gebäude übernommen wurde; in Straßburg verzögerte sich die Fertigstellung und Übergabe des LOW-Gebäudes.

The 1998 budget was affected by events in the building sector: as regards Brussels, the exercise by the Institution of its option to purchase the Léopold building complex comprising the Paul-Henri Spaak-PHS (ex-D1 and D2) and Altiero Spinelli-ASP (ex-D3) buildings and the evacuation of the Remard, Remorqueur, van Maerlant and Belliard I and II buildings, which led to the occupation of the ASP building; in Strasbourg, the delay in the completion and hand-over of the LOW building.
