إن استعمال تدابير تجارية حسبما يرد في الفقرة 15 رهن بشروط منصوص عليها في اتفاق منظمة التجارة العالمية، ولا سيما المادة الثانية عشرة والثامنة عشرة من الاتفاق العام المتعلق بالتجارة والتعرفات الجمركية لسنة 1994 والفهم المتعلق بأحكام ميزان المدفوعات الواردة في الاتفاق العام لسنة 1994 أيضا.

The use of trade measures as described in paragraph 15 is subject to conditions set out in the WTO Agreement, specifically articles XII and XVIII of the General Agreement on Trade and Tariffs of 1994 and the understanding on the balance of payments provisions of the General Agreement, also of 1994.
