Also in Guatemala, OHCHR organized two workshops in February and April 2014 for the heads of local offices of the national human rights institution, with a view to designing the structure of a customized protocol to investigate human rights violations, including the context of forced evictions, states of emergency, social conflicts and protection of migrants.
