وفي حالة مواصلة الحظر، مع عدم حدوث أي انتقال في الزراعة، سينشأ احتمال دخول عقاقير غير مشروعة أخرى الى المنطقة كالمنبهات من أنواع الأمفيتامين، ومن ثم سيلزم وجود استراتيجية ملائمة لمواجهة هذا الاحتمال.
