والغرض من الكتاب هو أن يكون أداة لتوفير المساعدة التقنية لأعضاء البرلمان والخبراء القانونيين عند مناقشة فرص مواءمة وإقرار وتحسين التشريعات المتعلقة بالأسلحة النارية وآليات مراقبتها في المنطقة، وكأداة تدريب للمشاركين في الدورات التدريبية.
