ومن شأن المركز الموحَّد للمعلومات عن رصد الفضاء القريب من الأرض، الذي اقترح الاتحاد الروسي إنشاءه تحت رعاية الأمم المتحدة، أن يكون قادراً على إدخال التغييرات الضرورية على النمط المعلوماتي والتشغيلي القائم وموافاة المجتمع الدولي بأكمل تصور إجمالي ممكن لأيِّ وضع من الأوضاع ينشأ في الفضاء الخارجي.

The unified centre for information on near-Earth space monitoring proposed by the Russian Federation for establishment under the auspices of the United Nations would be capable of introducing the necessary changes to the existing informational and operational paradigm and providing the international community with the fullest possible aggregate perception of a situation in outer space.
