Diese Sicht müßte auch eine zentrale Stellung im ganzen Bereich der Sozial- und Wirtschaftspolitik finden, sei es auf der Ebene der einzelnen Länder, sei es auf der größeren Ebene der internationalen und interkontinentalen Beziehungen, besonders hinsichtlich der Spannungen, die sich in der Welt nicht nur längs der Ost-West-, sondern auch längs der Nord-Süd-Achse abzeichnen.
