o In the meantime, amend each of the provisions that has been held “constitutional on condition of proper interpretation” by the Constitutional Court of Korea, including article 4(1)(2)(b) on disclosure of military and state secrets and article 6(2) on infiltration or escape from an area controlled by anti-state groups.

o 한편 군사 및 국가기밀 누설에 관한 동법 제4조1항과 2(나)항과 반국가단체의 지배하에 있는 지역으로부터 잠입하거나 그 지역으로 탈출한 자에 대한 처벌을 규정하는 제6조2항을 포함하여 한국 헌법재판소에 의해 “적절한 해석이라는 조건하에 합헌적”이라는 판결을 받은 조항 각각에 대해서는 법개정을 해야 한다.
