وأكدوا أنه في ظل أهداف التنمية المستدامة، يميل الموظفون الذين يتركون الخدمة وهم لا يزالون في سن العمل إلى دخول الخدمة والخروج منها بشكل أكثر تواترا وهم في منتصف حياتهم الوظيفية، وهم سيواجهون تحديات الاندماج من جديد في سوق العمل، وهو ما يجعل بدل الإعادة إلى الوطن مطلوبا بدرجة أكبر.
