وهذه القوانين نابعة من الفكرة القائلة بأن عدم وجود ضمانات متينة بالحفاظ على غفلان الهوية يُنفِّر الناس من تقاسم المعلومات الحساسة عن المسائل المتعلقة بالصالح العام، وهذا يُضعِف ما تؤديه الصحافة الاستقصائية من وظيفة مهمة في مجال فضح الفساد.
