ومع الأخذ في الاعتبار بأن نشر واستخدام تكنولوجيا المعلومات ووسائلها، يمس مصالح المجتمع الدولي برمته، وأن هذه التكنولوجيات والوسائل يمكن استخدامها لأغراض لا تتفق مع أهداف صون الاستقرار والأمن الدوليين، وقد تؤثر بشكل ضار على سلامة الهيكل الأساسي للدول، يحظر قانون الاتصالات الأعمال التي قد تشكل تهديدا للتشغيل الآمن لشبكات الاتصالات، وسلامتها، وتشغيلها المشترك، ولأمن المعلومات، وللتوافق الكهرومغناطيسي لأنظمة الإرسال.

Recognizing that the dissemination and use of information technologies and means affect the interests of the entire international community and that these technologies and means can potentially be used for purposes that are inconsistent with the objectives of maintaining international stability and security and may adversely affect the integrity of the infrastructure of States, the Telecommunications Act prohibits actions that could pose a threat to the secure operation of telecommunications networks, their integrity, interoperability and information security, and the electromagnetic compatibility of radio systems.

Reconociendo que la difusión y utilización de las tecnologías y los medios de información afectan los intereses de toda la comunidad internacional y que estas tecnologías y medios se pueden utilizar para fines incompatibles con los objetivos de mantener la estabilidad y la seguridad internacionales y pueden incidir negativamente en la integridad de la infraestructura de los Estados, la Ley de Telecomunicaciones prohíbe los actos que puedan suponer una amenaza para el funcionamiento seguro de las redes de telecomunicaciones, su integridad e interoperabilidad, la seguridad de la información y la compatibilidad electromagnética de los sistemas de radiocomunicación.

Принимая во внимание, что распространение и использование информационных технологий и средств затрагивают интересы всего международного сообщества, а также, что эти технологии и средства потенциально могут быть использованы в целях, несовместимых с задачами обеспечения международной стабильности и безопасности, и могут негативно воздействовать на целостность инфраструктуры государства, Закона «О связи» предписывает не допускать действий, которые могут создавать угрозу безопасности эксплуатации сетей телекоммуникаций, целостности и взаимодействию сетей телекоммуникаций, информационной безопасности сетей телекоммуникаций, электромагнитной совместимости радиоэлектронных средств.
