وينبغي لنا ألا ننسى أن معالجة المجلس غير السليمة للحالة في أفغانستان هي التي أدت حتى الآن إلى أن يتخذ هذا الصراع، الذي كاد أن ينسى أبعادا دولية لا يمكن السيطرة عليها ويؤدي إلى ظهور نوع جديد من الاضطراب السياسي الذي يتطلب انتهاج مجلس الأمن نهجا جديدا تجاه جميع بؤر التوتر الساخنة، وكذلك أساليب جديدة للتعامل معها.

Let us not forget that the Council’s inappropriate handling of the situation in Afghanistan has led to that hitherto almost forgotten conflict taking on uncontrollable international dimensions and giving rise to a new type of political turmoil that requires a new approach by the Security Council to all hotbeds of tension, as well as new methods to deal with them.

No olvidemos que el manejo de la situación del Afganistán conforme a parámetros inapropiados por parte del Consejo ha hecho que este conflicto casi olvidado haya cobrado ahora proporciones internacionales incontrolables y haya dado lugar a un nuevo tipo de azote político que hace indispensable que el Consejo considere con un criterio nuevo los focos de crisis y los medios para encararlos.

N’oublions pas que la gestion de la situation en Afghanistan par le Conseil selon des paramètres non appropriés a fait que ce conflit quasi oublié alors a pris des proportions internationales incontrôlables et donné lieu à un nouveau genre de secousse politique, qui nécessite de la part du Conseil une nouvelle approche vis-à-vis de tous les foyers de crise et de nouveaux moyens pour y faire face.

Не будем забывать о том, что неумелые действия Совета в отношении ситуации, сложившейся в Афганистане, привели к тому, что этот практически забытый конфликт приобрел ничем не сдерживаемые международные масштабы и породил новый вид политической нестабильности, который требует нового подхода со стороны Совета Безопасности ко всем очагам напряженности, а также новых методов их урегулирования.

我们不应忘记,安理会处理阿富汗局势失当,才使得这一几乎被忘记的冲突发展到无法控制的国际范围,引起新形式的政治动荡,需要安全理事会对所有新的紧张温床采取新的方针,并采取新的方法加以解决。
