ويحدّ القانون من نطاق دائرة الجهات التي يحق لها التحقق مسبقاً من دستورية القوانين حيث لا يرخص بذلك إلا لرئيس جمهورية هنغاريا وحكومتها (الفقرة 1 من المادة 21 من القانون المشار إليه أعلاه).
