Concurrently, new measures that have proven to be successful in other countries will be applied to Thailand. Following intensive consultations with and hearings from business, the general public, academic and government sectors, it is proposed that in strategically forging ahead with energy conservation policy and overall implementation according to this EEDP, importance should be given to the following matters: The application of combined measures, i.e. mandatory measures via rules, regulations and standards; and promotional and supportive measures via incentive provision.

เพื่อสร้างความตระหนักของสาธารณชนในการอนุรักษ์พลังงาน แผนงานฉบับนี้เสนอให้ใช้กลยุทธ์และมาตรการต่างๆ ที่มีอยู่เดิม โดยการต่อยอดและขยายผลในรายมาตรการที่มีประสิทธิผล พร้อมทั้งนํามาตรการใหม่ๆ ที่พิสูจน์แล้วว่ามีประสิทธิผลในต่างประเทศมาประยุกต์ใช้ ซึ่งจากการปรึกษาหารือและรับฟังความคิดเห็นของภาคธุรกิจ ภาคประชาชน ภาควิชาการ และภาคราชการอย่างกว้างขวางนั้น พบว่า ในเชิงยุทธศาสตร์การขับเคลื่อนนโยบายและการดําเนินแผนอนุรักษ์พลังงานในภาพรวมนั้นควรให้ความสําคัญกับเรื่องต่อไปนี้ การใช้มาตรการแบบผสมผสานทั้งการบังคับด้วยกฎระเบียบและมาตรฐานและการส่งเสริมและสนับสนุนด้วยการจูงใจ
