Ngay (Democratic Republic of the Congo) said that in light of the leading role played by the Organization in improving governance worldwide and, where appropriate, restoring the rule of law, its own system of administration of justice could not be allowed to remain slow, cumbersome, costly and contrary to international law and international human rights norms.

Ngay (República Democrática del Congo) dice que, a la luz del papel de liderazgo desempeñado por la Organización para mejorar la gobernanza a escala mundial y, cuando ha sido necesario, restablecer el estado de derecho, no debería permitirse que su propio sistema de administración de la justicia continúe siendo lento, engorroso y contrario al derecho internacional y a las normas de derecho internacional humanitario.
