일본은 해양 법률 실시 능력, 구호, 해난구조, 평화 유지, 폭탄 처리를 통한 전쟁의 위험 극복, 베트남에서 디오신 피해자, 폭탄 피해자 지원 능력 향상에 베트남을 지원할 것이라고 긍정하였다. 다른 분야들에서도 양국은 인력 개발, 과학 기술 개발, 환경, 의류, 교육, 문화, 지방 협력 등에서 협력을 강화하기로 일치하였고 형사 사법 지원 협정 및 범죄 인도 협정 담판을 시작하기로 하였다.
