تأتي مبادرة حماية الأطفال في منطقة الشرق الأوسط وشمال أفريقيا استجابة من المعهد العربي لإنماء المدن والبنك الدولي فكان إعلان عمان الذي صدر عن مؤتمر الأطفال والمدينة الذي نظمه المعهد والبنك الدولي وأمانة عمان الكبرى في كانون الأول/ديسمبر 2002.
