I must admit some puzzlement by the intervention by one delegation about the lack of structure in the intersessional period, to which you responded, but others will recall that it was the same delegation which inserted an amendment to the decision at the end of the last session which had the effect of creating a situation where no extraordinary plenary meeting could be held unless there was consensus on L.1.

Debo admitir estar un poco desconcertado por la intervención de una delegación sobre la falta de mecanismos en el período entre períodos de sesiones, a la que usted ya respondió, pero otros recordarán que fue esa misma delegación la que insertó una enmienda a la decisión, al final de ese último período de sesiones, que tuvo por efecto crear una situación en la que no se celebraría ninguna reunión plenaria extraordinaria a menos que no hubiese consenso sobre el documento L.1.

Должен признать, что я несколько озадачен выступлением одной делегации по поводу дефицита структуры в межсессионный период, на что вы и отреагировали, но другие‐то, наверное, помнят, что в конце предыдущей сессии как раз эта самая делегация включила поправку к решению, которая и обернулось возникновением такой ситуации, когда было бы нельзя провести никакое внеочередное пленарное заседание, если только нет консенсуса по L.1.
