واعتبر الكثيرون أنه، بالنظر إلى الحالات الأخيرة لعودة أجسام فضائية أكبر (آخرها ساتل أبحاث الغلاف الجوي العلوي الفضائية والساتل رونتغن) إلى جو الأرض، تتزايد الأخطار في الفضاء الخارجي وعلى الأرض، وليس ذلك فحسب، بل تصبح أيضا أكثر وضوحا للرأي العام.

There was a shared view that, with the recent cases of re-entry of larger space objects (most recently the Upper Atmospheric Research Satellite and Roentgen Satellite), threats in outer space and on the ground were not only increasing but were also becoming more visible to the public.
