Selvom Kommissionen finder det oenskvaerdigt, at EUF opfoeres paa budgettet i forbindelse med den 8. EUF, kan denne aendring ikke finde sted, foer der er sket en aendring af EF-traktaten paa grund af den dertil knyttede erklaering nr. 12, hvori det slaas fast, at EUF »fortsat skal finansieres ved nationale bidrag i overensstemmelse med gaeldende bestemmelser«.

Although the Commission would like budgetization in time for the 8th EDF, such a change will not be possible until amendment of the EC Treaty, given the annexed Declaration No 12 stating that 'the European Development Fund will continue to be financed by national contributions in accordance with the current provisions'.
