إن إنشاء هيئات تنسيق وطنية في كل البلدان عملاً بأحكام المادة 9 من مرفق التنفيذ الإقليمي بالاتفاقية المخصص لأفريقيا والصعوبات التي تعترض القيام بدور التنسيق والتوجيه والتدريب لكسر تقاليد التخطيط القطاعي يبيِّنان أن وضع أطر مؤسسية وتشريعية ملائمة ليس وحده كافياً لضمان تنفيذ برامج العمل الوطنية.

The establishment of national coordinating bodies (NCBs) in all countries in accordance with the provisions of article 9 of the Regional Annex to the Convention dealing with Africa and difficulties in taking on a role of coordination, guidance and leadership in order to break down traditions of sectoral planning shows that the creation of appropriate institutional and legislative frameworks alone cannot guarantee NAP implementation.
