وتضمنت التدابير التي اتخذتها إكوادور، بالتعاون مع البلدان الصديقة والمنظمات الدولية والمجتمع المدني، والقطاع العام برامج من قبيل العودة الطوعية بالتعاون مع المنظمة الدولية للهجرة، وتوقيع اتفاقات، كالاتفاق الموقع مع أسبانيا، لتنظيم وإدارة تدفقات المهاجرين. وهذا برنامج نموذجي ثنائي يضمن عقوداً سليمة لليد العاملة، بشروط متكافئة لمواطني كل من الجهتين الموقعتين عليه، دون تدخل طرف ثالث، ووفقا للمعايير الضابطة للعلاقة بين العامل ورب العمل.

The State has embarked upon joint initiatives with friendly States, international organizations, civil society and the public sector, such as the introduction of voluntary return programmes, in cooperation with the International Organization for Migration (IOM), and the conclusion of agreements such as the agreement with Spain on the regulation and management of migratory flows, a bilateral pilot programme that provides for guaranteed employment contracts, on the basis of equal opportunities, for nationals of the two countries without the intervention of third parties and in accordance with relevant social and labour legislation.

El Estado ha emprendido acciones concertadas con países amigos, organismos internacionales, sociedad civil y sector público, tales como programas de retorno voluntario con la cooperación de la Organización Internacional de las Migraciones, OIM y la suscripción de acuerdos como el de Regulación y Ordenamiento de Flujos Migratorios con España, experiencia piloto bilateral, que garantiza la contratación laboral segura en igualdad de condiciones entre sus respectivos nacionales, sin intervención de terceros y con observancia de la normativa socio-laboral.

L’État a engagé des actions concertées avec des pays amis, des organismes internationaux, la société civile et le secteur public, notamment des programmes de rapatriement volontaire avec la coopération de l’Organisation internationale pour les migrations (OIM) et la signature d’accords tels que l’Accord de réglementation et d’organisation des flux migratoires avec l’Espagne, expérience pilote bilatérale qui garantit le recrutement de main d’œuvre sur un pied d’égalité pour les ressortissants des deux pays, sans intervention de tiers et dans le respect des règles sociales en matière de main d’œuvre.
