كذلك قمنا بتنفيذ برامج صحية مثل خطة باريو ادنترو التي تضمن الحصول على الرعاية الصحية للسكان الذين يعانون من الفقر والأمراض الناجمة عن الإهمال؛ وبعثة غواكيـبورو ومهمتها إدماج الشعوب الأصلية في المجتمع والاعتراف بحقوقها الدستورية؛ وبعثة ميركال التي تضمن للشعب الحصول على الاحتياجات اليومية بأسعار مقبولة ثابتة؛ وبعثة فلفان كراس ومهمتها تغيير نموذج الأمة الاجتماعي والاقتصادي الذي قمنا بتوسيعه وتعزيزه من خلال إنشاء الوزارة الجديدة للاقتصاد العام - وهي خدمة عامة جديدة لضمان تطوير البلاد الشامل والذاتي وبالتالي لتحريرنا من النظام الليبرالي الجديد الذي قيدنا حتى ماض قريب.

We have also implemented such health programmes as the Barrio Adentro plan, guaranteeing access to health care for the underserviced sector of the population suffering from poverty- and neglect-related illnesses; the Guacaipuro mission, designed to involve the indigenous population in society and to ensure recognition of its constitutional rights; the Mercal mission, ensuring the people consistently accessible prices for basic, everyday goods; and the Vuelvan Caras mission, designed to change the nation’s socio-economic model, which we have broadened and strengthened through the establishment of the new Ministry of Public Economy — a new public service to ensure the country’s comprehensive and endogenous development and thus to free us from the neo-liberal system to which we have been shackled in the recent past.

Hemos puesto en práctica asimismo programas en materia de salud, como el plan Barrioadentro, cuyo objetivo es garantizar el acceso a la salud de la población desatendida, enferma durante años de miseria y abandono; la misión Guaicaipuro, dirigida a la incorporación de la población indígena a la sociedad y al reconocimiento real de sus derechos constitucionales; la misión Mercal, como oferta permanente al pueblo, y a precios accesibles, de productos de primera necesidad de la dieta diaria; y la misión Vuelvan Caras, que se propone la transformación del modelo socioeconómico de la nación, que hemos profundizado y fortalecido con la creación del nuevo Ministerio para la Economía Popular, servicio público que está concebido para alcanzar el desarrollo integral y endógeno del país y liberarnos así del sistema neoliberal que hizo presa de nuestro país hasta el pasado reciente.
