وفي هذا الصدد، ودون التخلي عن السعي إلى إجراء إصلاحات شاملة في النظام المالي والاقتصادي العالمي، اقترح بلدي نهجا، وإن كان يراعي الظروف السياسية والاقتصادية والاجتماعية لكل منطقة، فإنه يشتمل على اعتماد اتفاقات نقدية إقليمية تقضي بإنشاء نظام شبه مرن لأسعار الصرف وصندوق احتياطي مشترك وذلك لإيجاد نظام إقليمي حقا لأسعار الصرف وعملة إقليمية.

In that regard, and without abandoning the pursuit of comprehensive reforms of the global financial and economic system, my country has suggested an approach, while taking into account the political, economic and social circumstances of each region, involving the adoption of regional monetary agreements that include a semi-flexible exchange rate regime and a common reserve fund so as to create a truly regional exchange rate regime and a regional currency.

En ese sentido, sin perjuicio de continuar promoviendo una reforma integral del sistema financiero y económico a nivel mundial, mi país hace énfasis en su propuesta de avanzar —tomando en cuenta las condiciones políticas, económicas y sociales de cada región— en la adopción de acuerdos monetarios regionales que incluyan un régimen cambiario semiflexible y un fondo común de reservas, hasta llegar a un verdadero régimen cambiario regional y a una moneda igualmente regional.

À cet égard, sans préjudice de la promotion d’une réforme globale du système financier et économique mondial, mon pays réitère sa proposition de s’atteler, en tenant compte des conditions politiques, économiques et sociales propres à chaque région, à l’adoption d’accords monétaires régionaux qui comprennent un régime de change semi-flexible et un fonds de réserve commun, et ce en vue de mettre en place un véritable régime de change régional et une monnaie régionale.

在这方面,在不放弃追求全面改革全球金融和经济体制的前提下,我国提出了一种办法,即在顾及各区域政治、经济和社会状况的情况下达成区域货币协议,采用半灵活汇率制度并建立共同储备基金,以创造真正意义上的区域汇率制度和区域性货币。
