There should be little hesitation with regard to the effect of the partial withdrawal of a reservation, for it cannot be compared to that of a total withdrawal, nor can it be held that “the partial withdrawal of a reservation entails the application of a treaty as a whole in the relations between the State or international organization which partially withdraws the reservation and all the other parties, whether they had accepted or objected to the reservation”.
