It was established in its current form on 8 May 1948, but previously existed during the Kingdom of Italy as Senato del Regno (Senate of the Kingdom), itself a continuation of the Senato Subalpino (Subalpine Senate) of Sardinia established on 8 May 1848.

1948년 5월 8일 현재의 모습으로 설립되었으나 이전에도 이탈리아 왕국 시기에 왕국 상원 (Senato del Regno, 세나토 델 레뇨)으로 존재했었으며, 왕국 상원 역시 1848년 5월 8일 설립된 사르데냐-피에몬테 왕국의 수발피노 상원 (Senato Subalpino, 세나토 수발피노)의 후속이다.
