ويرى المجلس: (أ) أن تطبيق الضوابط الحالية على إدارة المنظمات غير الحكومية لا ينفذ بفعالية؛ و (ب) أن مكتب تنسيق الشؤون الإنسانية يحتاج إلى تعزيز عمليات الرقابة من خلال الاستفادة من الممارسات والنهج التي تتبعها الوكالات الأخرى؛ و (ج) أن على الإدارة أن تراجع بجدية معالجتها الحسابية للنفقات في هذا الصدد وإدخال ما يلزم من تغيير على السياسة المحاسبية قبل عام 2014 على أقصى تقدير.

The Board considers that: (a) the operation of the existing controls over the management of NGOs is not being implemented effectively; (b) the Office for the Coordination of Humanitarian Affairs needs to enhance the control processes by drawing on the practices and approaches adopted by other agencies; and (c) the Administration should rigorously review its accounting treatment over the expenditure in this regard and make any required change of accounting policy no later than 2014.

La Junta considera que: a) los controles existentes sobre la gestión de las ONG no se están aplicando de manera eficaz; b) la Oficina de Coordinación de Asuntos Humanitarios debe mejorar los procesos de control basándose en las prácticas y los planteamientos adoptados por otros organismos; y c) la administración debería revisar rigurosamente el tratamiento contable de los gastos en este sentido e introducir cualquier cambio que sea necesario en la política contable a más tardar en 2014.

Le Comité estime que : a) les contrôles existants sur la gestion des ONG ne sont pas effectués de façon efficace; b) le Bureau de la coordination des affaires humanitaires doit améliorer ses procédures de contrôle en s’inspirant des pratiques et des méthodes adoptées par d’autres organismes; et c) l’Administration doit se livrer à un examen rigoureux de son traitement comptable des dépenses à cet égard et procéder à toute modification nécessaire de sa politique comptable en 2014 au plus tard.
