i henhold til artikel 2, stk. 2, i Kommissionens forordning (EOEF) nr. 1866/90 af 2. juli 1990 om bestemmelser vedroerende anvendelsen af ecu ved strukturfondenes budgetmaessige gennemfoerelse (5), aendret ved forordning (EF) nr. 402/94 (6), skal den EF-stoette, der er til raadighed for hele perioden, og dens aarlige fordeling i Kommissionens beslutninger om godkendelse af EF-stoetterammer udtrykkes i ecu i beslutningsaarets priser og indeksreguleres; den aarlige fordeling skal vaere i overensstemmelse med progressionen i forpligtelesesbevillingerne, jf. bilag II til forordning (EOEF) nr. 2052/88; ved indeksreguleringen anvendes én aarlig sats, der svarer til den sats, der hvert aar anvendes paa EF-budgettet ved den tekniske tilpasning af de finansielle overslag;

zweiter Unterabsatz der Verordnung (EWG) Nr. 1866/90 der Kommission vom 2. Juli 1990 über die Einzelheiten der Verwendung des Ecu beim Haushaltsvollzug für die Strukturfonds (5), geändert durch die Verordnung (EG) Nr. 402/94 (6), bestimmt, daß in den Entscheidungen über die gemeinschaftlichen Förderkonzepte der für den gesamten Zeitraum zur Verfügung stehende Gemeinschaftsbeitrag und die jährliche Aufteilung dieser Mittel in Ecu zu Preisen des Jahres, in dem die betreffende Entscheidung ergeht, ausgedrückt werden und der Indexierung unterliegen. Diese jährliche Aufteilung der Mittel muß der Progression der Verpflichtungsermächtigungen gemäß Anhang II der Verordnung (EWG) Nr. 2052/88 entsprechen. Für die Indexierung gilt ein einziger Satz pro Jahr, der demjenigen entspricht, anhand dessen die Haushaltsmittel im Rahmen der jährlichen technischen Anpassung der finanziellen Vorausschau indexiert werden.

Whereas Article 2 second subparagraph of Commission Regulation (EEC) No 1866/90 of 2 July 1990 on arrangements for using the ecu for the purpose of the budgetary management of the Structural Funds (5), as amended by Regulation (EC) No 402/94 (6), stipulates that in the Commission decisions approving the CSFs, the Community assistance available for the entire period and the annual breakdown thereof shall be set out in ecus at prices for the year in which each decision is taken and shall be subject to indexation; whereas this annual breakdown must be compatible with the progressive increase in the commitment appropriations shown in Annex II to Regulation (EEC) No 2052/88; whereas indexation is based on a single rate per year, corresponding to the rates applied annually to budget appropriations on the basis of the mechanism for the technical adjustment of the financial perspectives;

considerando che, a norma dell'articolo 2, secondo comma del regolamento (CEE) n. 1866/90 della Commissione, del 2 luglio 1990, che stabilisce le modalità relative all'uso dell'ecu nell'esecuzione del bilancio dei Fondi strutturali (5), modificato dal regolamento (CE) n. 402/94 (6), nelle decisioni della Commissione recanti approvazione dei quadri comunitari di sostegno, il contributo comunitario disponibile per l'intero periodo e la sua ripartizione annuale sono espressi in ecu, ai prezzi dell'anno della decisione, e sono soggetti all'indicizzazione; che tale ripartizione annuale deve essere compatibile con la progressività degli stanziamenti d'impegno di cui all'allegato II del regolamento (CEE) n. 2052/88; che l'indicizzazione si fonda su un unico tasso annuale corrispondente ai tassi applicati annualmente al bilancio comunitario in funzione dei meccanismi di adattamento tecnico delle prospettive finanziarie;

Considerando que o no 2 do artigo 2o do Regulamento (CEE) no 1866/90 da Comissão, de 2 de Julho de 1990, que estabelece regras relativas à utilização do ecu na execução orçamental dos fundos estruturais (5), alterado pelo Regulamento (CEE) no 402/94 (6), prevê que, nas decisões da Comissão que aprovam os quadros comunitários de apoio, a contribuição comunitária disponível para o conjunto do período e a sua repartição anual sejam expressas em ecus, a preços do ano da decisão, e fiquem sujeitas a indexação; que essa repartição anual deve ser compatível com a progressividade das dotações de autorização, constante do anexo II do Regulamento (CEE) no 2052/88; que a indexação se baseia numa única taxa por ano, que corresponde às taxas aplicadas anualmente ao orçamento comunitário em função dos mecanismos de adaptação técnica das perspectivas financeiras;
