وتثبت التبرعات المخصصة بالكامل لدى توقيع اتفاق ملزم، باستثناء الحالات التي تتضمن فيها الاتفاقات ”شروطاً“ على الأصول المحولة، تعرف بأنها الالتزامات المحددة والقابلة للقياس المتعلقة بالأداء ورد الأموال، أو الحالات التي تظل فيها الجهة المانحة تتحكم بجزء من التبرعات.

Earmarked contributions are recognized in full upon signature of a binding agreement, with the exception of circumstances where agreements include “conditions” on transferred assets, defined as specific and measurable performance obligations and return of funds obligations, or where the donor withholds control over part of the contributions.
