On 9 December 2002, the Congo filed an application instituting proceedings against France seeking the annulment of the investigation and prosecution measures taken by the French judicial authorities further to a complaint for crimes against humanity and torture filed by various associations against the President of the Republic of the Congo, Denis Sassou Nguesso, the Congolese Minister of the Interior, Pierre Oba, and other individuals, including General Norbert Dabira, Inspector-General of the Congolese Armed Forces.

Le 9 décembre 2002, le Congo a déposé une requête introductive d’instance contre la France visant à faire annuler les actes d’instruction et de poursuite accomplis par la justice française à la suite d’une plainte pour crimes contre l’humanité et tortures émanant de diverses associations et mettant en cause le Président de la République du Congo, Denis Sassou Nguesso, le Ministre congolais de l’intérieur, Pierre Oba, ainsi que d’autres personnes, dont le général Norbert Dabira, Inspecteur général des forces armées congolaises.
