The CSC, by assuming the independent posture it had, became an embarrassment to the Government rather than the neutral body to whom the Government had hoped to turn, at worst, as a convenient scapegoat for unpleasant decisions concerning salaries, or, at best, as an authority on matters of classification and pay problems.
