يعتبر إنشاء أو مواصلة تطوير مرافق إعادة تدوير الزئبق أو التخلص منه بطريقة سليمة ومأمونة بيئياً على المستوى الوطني أو المستوى الإقليمي أمراً أساسياً لإنجاح الجهود الرامية إلى خفض أو القضاء على إطلاقات الزئبق في البيئة؛

Establishment of or further development of proper and environmentally safe recycling and disposal facilities for mercury at national or regional level are considered essential, if efforts to reduce or eliminate the release of mercury into the environment are to be successful;
