”ويلاحظ مجلس الأمن اعتماد المنظمة البحرية الدولية المبادئ التوجيهية المتعلقة بالمساعدة في التحقيق في جرائم القرصنة والسطو المسلح على السفن، والإرشادات المؤقتة المنقحة لمالكي السفن ومشغليها وربابنتها بشأن استخدام أفراد الأمن المسلحين المتعاقد معهم بصفة خاصة على متن السفن في المنطقة الشديدة الخطورة، وكذلك التوصيات المؤقتة المنقحة لدول العَلَم ولدول الميناء والدول الساحلية بشأن استخدام أفراد الأمن المسلحين المتعاقد معهم بصفة خاصة على متن السفن في المنطقة الشديدة الخطورة، ويشجع دول العَلَم ودول الميناء على مواصلة النظر في وضع تدابير للسلامة والأمن على متن السفن، بما في ذلك وضع أنظمة تتعلق بنشر أفراد الأمن المسلحين المتعاقد معهم بصفة خاصة على متن السفن، وذلك عن طريق عملية تشاورية، وبطرق منها القيام بذلك عن طريق المنظمة البحرية الدولية والمنظمة الدولية لتوحيد المقاييس.

“The Security Council notes the adoption by the International Maritime Organization of guidelines to assist in the investigation of the crimes of piracy and armed robbery against ships, revised interim guidance to ship owners, ship operators and shipmasters on the use of Privately Contracted Armed Security Personnel (PCASP) on board ships in the high risk area, as well as the revised interim recommendations for flag States, port States and coastal States regarding the use of PCASP on board ships in the high risk area, and encourages flag States and port States to further consider the development of safety and security measures onboard vessels, including regulations for the deployment of PCASP on board ships through a consultative process, including through International Maritime Organization and International Standards Organization.

“安全理事会注意到,国际海事组织通过了协助调查海盗和武装抢劫船只罪行的指导方针、船东、船舶经营人和船长在高风险海区使用私营承包的船上武装保安人员事宜临时指南修订本、船旗国、港口国和沿海国在高风险海区使用私营承包的船上武装保安人员事宜临时建议修订本,安理会鼓励船旗国和港口国进一步考虑制定船上安全和安保措施,包括通过与国际海事组织和国际标准组织等协商制定关于在船上部署私营承包的武装保安人员的条例。
