وإذ تعرب عن قلقها لأن الفجوة في تكنولوجيا المعلومات والاتصالات لا تزال تتسع بين البلدان المتقدمة النمو والبلدان النامية ولأن فئات كبيرة من السكان في البلدان النامية لا تستفيد من تكنولوجيا المعلومات والاتصالات الحالية، وإذ تشدد، في هذا الصدد، على ضرورة تصحيح أوجه الاختلال في التطور الحالي في مجال تكنولوجيا المعلومات والاتصالات بغية جعلها أكثر عدلا وإنصافا وفعالية،
