상기 제동수단은 제동페달(12)에 의해 동작하면서 회전축(14)의 제동 및 제동상태를 해제시키는 회전축 제동부와, 휠(15)의 제동 및 제동상태를 해제시키는 휠 제동부로 구성되며, 상기 회전축 제동부와 휠 제동부는 푸쉬형 제동페달(12)에 의해 동시에 작동하면서 회전축(14)과 휠(15)의 제동 및 제동 해제가 한꺼번에 그리고 간편하게 달성되며, 상기 회전축 제동부와 휠 제동부는 각각의 스프링에 의해 탄지 및 완충되게 구성함으로써 스플라인이 보호되며, 제동페달(12)은 결합축을 중심으로 30°만 회전되어도 스플라인의 결합과 분리가 달성되므로 제동과 제동 해제가 신속 간편하게 이루어진다.
