وتحدد المبادئ التوجيهية بقدر كبير من التفاصيل مسؤولية ربان السفينة ومالكها ومشغلها وبلد أول ميناء من المقرر أن تتوقف فيه السفينة بعد اكتشاف أمر المسافر خلسة (ميناء النـزول)، والبلد الذي ركب فيه ذلك المسافر السفينة، والبلد الذي يبدو أن المسافر ينتمي أو يدعي الانتماء إليه، ودولة علم السفينة، وأي بلد يعبره المسافر خلال إعادته إلى وطنه.

The guidelines go on to establish in greater detail the responsibilities of the master, the shipowner or operator, the country of the first scheduled port of call after the discovery of the stowaway (the port of disembarkation), the country where the stowaway first boarded the ship, the stowaway’s apparent or claimed country of nationality, the flag State of the vessel and any countries of transit during repatriation.
