وهم يقدمون المعلومات بالنيابة عن إدارتهم ويتلقون ملفات الطلبات ويرسلونها إلى إدارتهم وينتظرون اتخاذ قرار بشأنها والوثائق المتعلقة بها ثم يبلغون الأخيرة إلى المستعمِلين.
