In an article entitled, "Reforming Canada's Military", authored by retired colonel Michel Drapeau, the government is called upon to revitalize the militia and the army reserves, reduce the number of generals by half, separate the functions of the civilian bureaucracy in the Defence Department from that of the military command, eliminate the public affairs departments of Defence, and get on with the job of properly equipping our forces
