A resolution of the seventh congress of the Communist International (1935) declared that with the nationalization of industry, collectivization and liquidation of the kulaks as a class, "the final and irrevocable triumph of socialism and the all-sided reinforcement of the state of the proletarian dictatorship is achieved in the Soviet Union."
