وجاء في الفقرة الأولى من البيان المذكور: ”تواجه البشرية في الوقت الراهن تهديدا لم يسبق له مثيل يتمثل في التدمير الذاتي الناتج عن التكديس الهائل والتنافسي لأسلحة الدمار الشامل والذي لم يسبق له مثيل.
