While acceding to the International Convention on the Elimination of All Forms of Racial Discrimination, the Democratic Republic of Afghanistan does not consider itself bound by the provisions of article 22 of the Convention since according to this article, in the event of disagreement between two or several States parties to the Convention on the interpretation and implementation of provisions of the Convention, the matters could be referred to the International Court of Justice upon the request of only one side.

Si bien se ha adherido a la Convención Internacional sobre la Eliminación de Todas las Formas de Discriminación Racial, la República Democrática del Afganistán no se considera obligada por las disposiciones del artículo 22 de la Convención, ya que según este artículo, en caso de desacuerdo entre dos o más Estados Partes en la Convención con respecto a la interpretación o a la aplicación de las disposiciones de la Convención, la cuestión puede ser sometida a la Corte Internacional de Justicia a instancia de cualquiera de las Partes.

Присоединяясь к Международной конвенции о ликвидации всех форм расовой дискриминации, Демократическая Республика Афганистан не считает себя связанной обязательствами согласно положениям статья 22 Конвенции, поскольку в соответствии с этой статьей в случае разногласий между двумя или несколькими государствами ‐ участниками Конвенции относительно толкования и осуществления положений этой Конвенции спорные вопросы передаются на рассмотрение Международного Суда по просьбе лишь одной стороны.
