Affiliation: Independent Researcher Abstract: The relevance of Kshung-jhee (Yak Herders) in Dolpo, the agro-pastoral remote Himalayan indigenous community has always remained significant. Bordering north and now within the present political geographic boundary of Nepal, the Dolpo community has faced several historical and contemporary challenges to maintain their year old tradition of Kchung-jhee. Yaks as social and economic capital has eased Dolpo to link their experiences with ecology and their neighbors including Rong (lower hills of Dolpa), Thakalis of Mustang, and Neyshyang of Manang. Variations of integrated everyday lives with yaks within the heterogeneous Dolpo community pose additional challenge to understand the phenomena in totality.

यस आयोगले के निष्कर्ष निकाल्यो भने सामाजिक र शैक्षिक रूपले पछाडि परेको जाति नै पिछडा वर्ग हो, जसको जनसंख्या भारतको जनसंख्याको ५२ प्रतिशत छ (अनुसूचित जाति र अनुसूचित जनजातिलाई छाडेर, जो जनसंख्याको २२.५ प्रतिशत छन्) । यस निचोडका आधारमा मण्डल आयोगले २७ प्रतिशत सरकारी सिट यस बर्गका लागि आरक्षित गर्न सिफारिश गर्यो । अन्य पिछडा वर्गलाई अरू समान बनाउनका लागि शैक्षिक छुट, आर्थिक अनुदान र विशेष सहयोग कार्यक्रम दिन पनि आयोगले सिफारिश गर्यो ।
