وعليه، فقد اشتركت الأطراف المتعاقدة في معاهدة التوحيد في الرأي القائل إنه سيكون من المستحيل إبقاء نظام الخدمة العامة لجمهورية ألمانيا الديمقراطية إلى جانب نظام الإدارة الموجود في الجزء الغربي من ألمانيا.
