Despite the information provided by the State party’s delegation during the dialogue that inmates designated as “black coats” are not entitled to exercise authority over other prisoners in place of prison officers, the Committee expresses its concern over reports suggesting that they sometimes exercise de facto authority, including through resort to violence.
