The reason why we were, as it were, in some difficulty to address the question of the role that the Geneva ambassadors should play was because we had the impression after meeting with the Secretary-General of the Conference that this would have to be a format that was not the Conference on Disarmament, but a format of the membership of the United Nations, and that got us involved in a whole series of complications as to how such a consultation could be organized, even if it is an informal informal – you know we are pretty formal here in the Conference, even when we are informal.
