하드 블록 패킹에서 기존에 사용하는 방법은 각 블록에 대해서 개별 패킹하는 것으로 블록간 혹은 블록과 표준 셀간 배선 성공률을 완벽히 보장할 수 없는 것이 문제였으며, 본 발명에서는 1) 하드 블록들의 배치 패턴을 자동으로 인식하여 인접한 하드 블록들의 그룹(Neighbor Block Group Packing)을 대상으로 패킹하는 방법과, 2) 각 그룹의 외각을 확장하여 표준 셀(Standard Cell)들에 대한 배타적 영역을 확보하는 방법을 제공하여 축소된 칩의 블록간 혹은 블록과 표준 셀간 배선 가능성을 향상시켰다.
